Ooh! Found a contender today in the "Young Toddler Playgrounds" division: Silver Leaf Park in South SJ. The 2-5 year old section is fully-fenced (with a gate that actually locks!) and has two structures for the very youngest toddlers -- I'd say the highest opening is maybe knee high? -- that were still sufficient to entertain Toddler X. The brontosaurus is the first I've seen of that type, and very cute. There are also ground level features, which would be far better if they weren't over tanbark (the majority of the ground surface is the rubberized stuff I like). Four baby swings and a cute lily pad motif round out the toddler area. A big kid area is located nearby.
A few negatives: no bathrooms (and yes, Toddler X needed one today, of course -- once again, our travel potty came in handy!), some very unpleasant graffiti etched into the dinosaur structure (you may not want to bring an older kid who can read, or interpret drawings, to this park unless you want to answer some awkward questions), partial tanbark ground surface, and the yellow/red toddler structure is somewhat worn down (just cosmetic issues -- it's fully functional). You're not far from 101, so even though you're in a neighborhood, you can hear some highway noise, but it wasn't enough to bother me.
Overall, we were pretty happy with the park, and after a very busy morning, I was delighted to have a fenced-in area where I could sit on a bench and relax without worry as Toddler X played. Not worth a long drive by any means, but if you're in the area frequently and want a bit of variety or a place where you don't have to worry about your toddler, it's worth checking out.
